About our speakers:

Ravi Malhotra, President, ICAST

Mr. Malhotra has over twenty four years of experience as a social entrepreneur and engineer.  He has established numerous social enterprises in the US, India, Africa and Asia with an emphasis on appropriate and sustainable technologies.  Mr. Malhotra has led award-winning R&D efforts and has successfully launched new products for a variety of industries including housing and energy.  His most recent social venture is “ResourceSmart” – a turn-key service that provides energy efficiency, health, safety and comfort benefits to home and building owners. 

 Mr. Malhotra holds a Bachelors degree in Engineering from the Indian Institute of Technology-Delhi, India and a Masters’ in Engineering and Business Administration from the University of Texas at Austin.  He was a member of the Western Governor Association’s Solar and Bio-energy Task Forces.  Mr. Malhotra is the recipient of the ‘Entrepreneur of the Year’ award for 2009 from the City of Lakewood, Colorado.

Joe Rowan, Executive Director, Funding Partners

A recovering banker with a soft spot for the less fortunate, Joe leads a community-focused financial institution that seeks to create access to capital for low and moderate-income households and those organizations that serve this population.  Located in Fort Collins, Colorado, Funding Partners has grown from a local revolving loan fund into a statewide entity meeting the diverse needs of individuals, non-profits, private enterprise and public agencies.  Through extensive technical assistance and highly efficient delivery systems, communities across the state recognize lasting impact at a scale otherwise unavailable through traditional service providers.   

Eileen Hearty, Project Manager, Denver Multifamily Hub, Department of Housing and Urban Development

Eileen Hearty is a Project Manager with the U.S. Department of Housing and Urban Development’s Denver Multifamily Hub.  Along with servicing a diverse portfolio of over 90 properties, Eileen serves as the Hub’s liaison on energy efficient issues.  She collaborates with other government entities and nonprofit organizations to assist HUD’s subsidized properties in accessing resources to improve the efficiency of their buildings and operations.  Additionally, Eileen was a finalist in the President’s 2011 SAVE Award Program.  Eileen’s idea to reduce the frequency of Management and Occupancy Reviews for high performing properties is being considered for national implementation.

Eileen initially joined HUD at its Headquarters Office in Washington, DC by way of the Presidential Management Fellowship program.  Eileen left the Department in 2001 to direct a small shelter program for families experiencing homelessness in the Denver metro area. Later Eileen served as the Associate Director of the Lincoln Housing Authority in Rhode Island.  Eileen returned to HUD in May 2008. 

Eileen graduated with a Bachelors degree from the University of Wyoming and earned her Master of Social Work degree from the University of Maryland.  She served as a Peace Corps Volunteer in the Republic of Moldova and was a Peaceworker Fellow with the Shriver Center in Baltimore, MD.
